Outline plans for three detached houses at Main Street, Dearham, will go before planners on Tuesday.
Allerdale council's development panel will consider plans by Vince Gray to build on a paddock.
Neighbours in three homes near the site have raised concerns about the impact the development would have on surface water run off and flooding, as well as parking and loss of light.
The parish council is worried about flooding and parking.
In a report to the panel, planning officers state that Dearham has already made a high contribution to new housing and further development should be spread out among other similar villages.
They added that Mr Gray had not shown that the development would not harm neighbours' amenity or that it would be sympathetic to the existing appearance of the area.
Officers could not be sure that the development would not harm an existing hedgerow.
They have recommended refusal of planning permission.
Councillor Louise Maguire has asked for the application to be considered by the panel, rather than officers, because of the concerns over flooding.
