A lack of community support could see plans for a wind turbine at Winscales, Workington, thrown out.
Plans have been lodged for an 146ft turbine at Moor House Farm.
The turbine could help power the farm, with surplus fed to the National Grid.
Workington Town Council and the parish councils in Winscales, Seaton and Dean have raised concerns about the impact of the turbine alongside others in the area.
Thirty-four letters of objection have been sent to the council, raising concerns about the proximity to homes and the noise and visual impact of the planned turbine.
The development is within 800m of homes on Inglewood Close, Moore Way, Bannatyne Drive, Woodville Way, Ruskin Close and Seadown Drive in High Harrington.
Planning officers have recommended that the council's development panel throws out the plans when it meets on Tuesday.
They said community support had not been demonstrated, as required for wind turbine developments following a Government announcement in June.
