Work to create extra space at Workington Town Hall is due to start soon.
The town council wants to create a room for members to work at the building on Oxford Street.
Chris Bagshaw, town clerk, said this would be a short term solution for use of the space at the Allerdale-owned building.
He said: "For the long term, we need to look at a solution for meeting space.
"Our meeting room is too small and we need to have committee meetings somewhere that's publicly accessible and with modern facilities."
He added that options include to revamp the building and relocate to alternative premises.
He added: "Nothing is ruled out, we need to consider the cost benefits."
The town council is also looking at improving the mayor's reception room.
The issues with space at the building were discussed at the council's finance, property and employment committee on Tuesday.
