More than 5,000 letters have been sent to households in Allerdale detailing how to apply for new residents' parking permits.
Cumbria County Council has written to 4,050 homes in Workington affected by disc zone parking restrictions.
Letters have already been delivered to 915 homes in Cockermouth, 112 in Keswick and 99 in Maryport.
Drivers have been waiting since November, when the county council took back control of on-street parking, to receiving packs telling them how to get the new permits.
Allerdale council had previously carried out the role on the county's behalf.
The borough council stopped renewing permits last summer, when talks began at the county council about the future of on-street parking enforcement and the possibility of charging for permits.
When plans to charge £20 per permit were dropped, work to devise a new system for issuing permits began.
Since last summer residents have been told to keep expired permits in their cars to avoid being issued with parking fines.
It is understood all residents' will need new permits to park in disc zones by the end of August, when enforcement is expected to begin.
