THE COUNTY OF CUMBRIA (A595 AND C2068 PAPCASTLE ROUNDABOUT) (TEMPORARY TRAFFIC REGULATION) ORDER 2019

THE COUNTY OF CUMBRIA (A595 AND C2068 PAPCASTLE ROUNDABOUT) (TEMPORARY TRAFFIC REGULATION) ORDER 2019

NOTICE IS HEREBY GIVEN that to enable Highways England to carry out highway works on Papcastle Roundabout ["the Works"), the County Council of Cumbria has made an Order the effect of which is to;

1. Prohibit any vehicle from proceeding along the following lengths of road;

Prohibit any vehicle from proceeding along the following lengths of road;

(i) A595 Papcastle near Cockermouth from its roundabout junction with the A66, extending in a north easterly direction for approx 1.4km to its roundabout junction with the AS086 Gote Road;



Alternative route for vehicles not exceeding 6'6" in width: via the A66, a5086 Lamplugh Road, Gallowbarrow, Sullart Street, Crown Street and Gote Road; and

(ii) C2066 Low Road, Cockermouth from its roundabout junction with the A66, extending in a south easterly direction for approx. 1.3km; and



Alternative Route for vehicles not exceeding 6'6" in width: via the unrestricted section of Low Road, Gote Road and theA595;

The restrictions detailed in l(i) and l(ii) above will not run concurrently and will be only be in force between 2000 hours and 0600 hours, as and when the relevant traffic signs are displayed.

2. Prohibit any vehicle from proceeding at speeds in excess of 30 miles per hour along the following lengths of road;



(i) A595 Papcastle near Cockermouth, from its roundabout junction with the A66, extending in a north westerly direction for approx. 600m;



(ii) C2068 Low Road Cockermouth, from its roundabout junction with the A66, extending in a south easterly direction for approx 600m.



The 30 miles per hour speed restrictions detailed at 2(i) and 2(ii) above will operate whilst works are ongoing but the closures detailed in I above are not in place. It is required to protect road users passing through restricted width traffic lanes.

3. Prohibit any vehicle from proceeding at speeds in excess of 10 miles per hour along the following lengths of road;



(i) A595 Papcastle near Cockermouth, from its roundabout junction with the A66, extending in a north westerly direction for approx 175m; and



(ii) C2068 Low Road Cockermouth, from its roundabout junction with the A66, extending in a south easterly direction for approx 150m.



The 10 miles per hour speed restrictions detailed at 3(i) and 3(ii) above will operate whilst works are ongoing but the closures detailed in I above are not in place. It will be operated on a convoy system with a lead vehicle controlling traffic speed to protect the workforce, as and when required. Duration of the speed restrictions: From 4 November 2019 for the duration of the works.

N.B. No speed limit imposed by this Order will apply to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

4. Prohibit any vehicle which exceeds 6'6" in width from proceeding along the following lengths of road;



(i) A595 Papcastle near Cockermouth, from its roundabout junction with the A66, extending in a north westerly direction for approx 600m;



Alternative route for vehicles exceeding 6'6" in width: via the A66, Lamplugh Road, Gallowbarrow, Sullart Street, Crown Street and Gote Road; and

(ii) C2068 Low Road, Cockermouth, from its roundabout junction with the A66, extending in a south easterly direction for approx. 600m;



Alternative route for vehicles exceeding 6'6" in width: Via the unrestricted section of Low Road, Crown Street,

Sullart Street, Gallowbarrow, Lamplugh Road and A66.

Duration: From 4 November 2019 for the duration of the works.

5. Prohibit pedestrians and cyclists from using that section of the shared use route (fbotway/cycletrack) on the westbound side of the C2068 Low Road Cockermouth, from its roundabout junction with the A66, extending in a south easterly direction for approx. 200m



Duration: From 4 November 2019 for the duration of the works.

N.B. The restriction detailed in 5 above is required to protect road users whilst the works are ongoing on the adjacent carriageway. Whilst there is no suitable alternative route available, it is anticipated that pedestrians and cyclists will be able to use the shared use route (footway/cycletrack), as and when it is safe to do so and only when this is undertaken under the control of an authorised traffic marshal on site.

Nothing in the Order to which this notice relates shall;

a. Apply to emergency service vehicles, or vehicles being used by statutory undertakers in the performance of their duties; and



b. Apply to anything done with the permission or at the direction of a police constable in uniform; and

c Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the roads, or to any other premises accessible for pedestrians from, and only from the roads; and d. Apply to vehicles being used in connection with the Works.

The Order will come into operation on 4 November 2019 and the restrictions detailed in I to 4 above may continue in force for a maximum duration of eighteen months. The restriction detailed in 5 above may continue in force for a maximum duration of six months,

It is anticipated that the restrictions detailed above will be required for 5 months in total however, not all the restrictions will be in place together at any one time. The relevant restrictions will only be in force as and when the relevant traffic signs are displayed.
