THE COUNTY OF CUMBRIA (VARIOUS ROADS, COCKERMOUTH) (TASTE CUMBRIA FOOD FESTIVAL EVENT) (TEMPORARY TRAFFIC REGULATION) ORDER 2020

THE COUNTY OF CUMBRIA (VARIOUS ROADS, COCKERMOUTH) (TASTE CUMBRIA FOOD FESTIVAL EVENT) (TEMPORARY TRAFFIC REGULATION) ORDER 2020
NOTICE IS HEREBY GIVEN that to facilitate the holding of the Taste Cumbria Food Festival in Cockermouth ("the Event") the County Council of Cumbria has made an Order under Section I6A of the Road Traffic Regulation Act 1964 (the 1984 Act), the effect of which is to impose the following restrictions on the days and during the hours specified below: -
1. To prohibit any vehicle from proceeding along the following lengths of road: -

(a) Main Street, Cockermouth - between its junctions with Sullart Street and Station Street
An alternative route for vehicles will be available as follows: -
Westbound - via Station Street, Station Road, Gallowbarrow and Sullart Street;
Eastbound - via Sullart Street, South Street and Station Street
(b)Bridge Street, Cockermouth - its entire length;
(c)Bridge Close, Cockermouth - its entire length.
There is no suitable alternative route for vehicles during the restrictions specified at (b) and (c) above. Vehicular access for residents will be via the western end of Main Street under the direction of a Banksman by the authorised traffic management company.
(d)U228S Market Place, Cocker-mouth - between its junctions with Market Street and Kirkgate. An alternative route for vehicles will be via the C2064 Castlegate, Castlegate Drive and the U2383 St Helens Street (e)U2377 Brewery Lane and U2377 Wyndham Row, Cockermouth - from a point approx 8 metres north east of Waterloo footbridge, extending in a north-easterly direction to the junction with Wyndham Row and the C2064. There is no suitable alternative route available for vehicles.
(f)The right hand lane of the B5292 Station Street Cockermouth, from its junction with the U2375 South Street extending in a southerly direction for a distance of approx. 28 metres.
Duration - From 1730 hours on Friday 25 September 2020 to 2100 hours on Sunday 27 September 2020.
A way for pedestrians and dismounted cyclists will be maintained by use of the existing pedestrian crossing for the restrictions specified in I (f) above.
2. To prohibit any vehicle to wait at any time or to load/unload at any time, on any day (including blue badge holders] along the following lengths of road;

(a)On both sides and the entire lengths of South Street and Station Street Cockermouth; [b)On both sides of the B5292 Main Street Cockermouth;
(c)On both sides of the C2064 Main Street Cockermouth from the junction of Station Street (north & south side) (EXCEPT FOR BUSES AND TAXIS).
(d)On the east and west side of Kirkgate, Cockermouth (various lengths); (e)On both sides of St Helen's Street Cockermouth (various lengths); (f)On the north-east side of Lorton Street Cockermouth (single 24m length)
Duration - From 1430 hours on Friday 25 September 2020 to 2100 hours on Sunday 27 September 2020.
3. To prohibit any person to cause or permit any vehicle to proceed, other than in a south-easterly direction, along South Street Cockermouth, between its junctions with Sullart Street and the B5292 Station Street.

Duration - From 1730 hours on Friday 25 September 2020 to 2100 hours on Sunday 27 September 2020.
To facilitate the alternative routes and allow two way traffic flow during the road restrictions detailed in I above, the one-way traffic restriction on that section of the B5292 Station Street from its junction with Main Street to its junction with South Street will be temporarily suspended for the duration of the Event Nothing in the Order to which this notice relates shall:
(i)Apply to emergency service vehicles, or vehicles being used by statutory undertakers in the performance of their duties; and
(ii)Apply to anything done with the permission or at the direction of a police constable in uniform; and
(iii)Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the
roads, or to any other premises accessible for pedestrians from, and only from the roads; and
(iv)Apply to vehicles being used in connection with the Event
The restriction detailed in 2 above shall not apply to any vehicle making deliveries to business premises providing that the waiting time for those deliveries is limited to a maximum of 30 minutes duration and whilst the 'No Waiting At Any Time' Restrictions are in place on South Street, Cockermouth there will be alternative bus stops available on Sullart Street and Lorton Road. The 'No Waiting At Any Time' Restrictions on Main Street Cockermouth will not apply to service buses and taxis which will be able to stop in designated areas.
A way for pedestrians and dismounted cyclists will be maintained at all times during the restrictions detailed at I above.

The Order will come into operation on 25 September 2020 and may continue in force for a maximum duration of 3 days. It is anticipated that the restrictions will be required as detailed above and only as and when the appropriate traffic signs are displayed.
