COUNCILLORS declined to make a decision on a planning application at a meeting of the development committee this week due to concerns about a lack of consultation.

An application to convert a Kelsick barn into a residential dwelling was deferred by Allerdale Borough Council’s development control committee on Tuesday March 15.

And at a meeting of the panel on Tuesday March 29, councillors were asked to give officers the authority to grant approval for plans, which have since been tweaked, but members were uncomfortable with the lack of consultation.

The request came as councillors were asked to approve the minutes of the previous meeting.

Planning officer Graham Law said: “You may remember the presentation about Kelsick Barn last meeting where members were advised it was contrary to policy.

“But there were special circumstances relating to the needs of the applicant. I had a very positive meeting with the applicant and his architect last night, we have produced a scheme which is perfectly acceptable. In terms of planning policy, it’s a good design, it is satisfactory for the applicant.

“If we follow the decision made last time to defer the application we have to wait another four weeks before we can consider it and take a decision.

“My suggestion to you is to allow the applicant to get on with the work. If you’re willing simply to delegate to officers to issue the approval of this scheme which is in-line with planning policy.”

But Councillor Janet Farebrother said: “I’m a little bit reluctant until we’ve seen some details. Although we’ve got assurances, would it not be possible for us to see some summary of what we’re going to actually vote on? We don’t really know what we’re voting for.”

Cllr Paul Scott said: “I’ve no problem at all with referring it back to officers to make that decision. I think it is a very worthwhile thing but my concern is this hasn’t been on the agenda.”

Cllr Scott asked if the application’s omission from the day’s agenda would be breaching any regulations.

Members were advised that the item is the minutes but due to members’ concerns it could be brought back to planning.

Cllr Nicky Cockburn objected given the applicant’s personal circumstances but councillors were told the proposal may be considered at the meeting on April 12.
